Meigs County censuses show Ellen Cook, age 2 in 1850, with Hugh and Elizabeth Cook. She is 11 in 1860, and has a brother Carlos, age 9. I do not find them in Meigs in 1870, but in 1884, Ellen is married and Carlos is the applicant, so that is probably not the right family.
